Law on Drug Control under discussion
QĐND - Monday, April 14, 2008, 20:41 (GMT+7)

The National Assembly (NA) Committee for Social Affairs concluded its fourth plenary session on April 12 by giving opinions on an appraisal report on amendments and supplements to some articles of the Law on Drug Control.

In his report, Deputy Minister of Public Security Le The Tiem said that in recent times, remarkable progress has been achieved in education and propaganda on drug control as well as combating drug-related crime. However, the enforcement of the law still has weaknesses in applying regulations on drug control that failed to meet practical requirements. Therefore, it is essential to revise and supplement some articles of the law with the aim of creating a specific and comprehensive legal foundation for drug control activities, said Mr Tiem.

Mr Tiem also stressed the need to boost the socialization of drug control by bringing into full play the strength of the entire political system and enhancing the role of agencies, organisations and People’s Committees at all levels in the fight against drugs.

Under the draft law (revised), 7 new articles will be supplemented, 17 articles will be revised and one article will be abolished. Accordingly, regulations on the responsibility and jurisdiction of some drug control agencies and forms of drug detoxification will be adjusted.

The NA Committee for Social Affairs agreed to the Government report by saying that it is imperative to help people become fully aware of the nature of drug detoxification. In addition, many drug addicts are those who have broken the law by using drugs illegally.

NA deputies also discussed issues related to family and community-based detoxification, compulsory detoxification and the period of detoxification.
